It will be advisable for you if you can fill the pdf yourself and get it signed in that format only , some reporting officers strictly adhere to instructions without seeing the context. Generally, most people report to reporting centers in their states and thus officers regularly encounter the same format of the certificate as is prevalent in your state. Most probably it won't create a problem but it is still advisable if you can get it signed in the prescribed format. Being in Hindi will not cause any problem in most of the cases as they only check the certificate online in their systems.
Talking about myself, my OBC-NCL certificate was digitally signed and did not match with the format. When I reported in NIT Jamshedpur, the officer was aware what format of the certificate was issued in Jharkhand so he verified it without nuisance. I hope it helps.
