Dear Aspirant,
According to your question and taking into consideration that you want to know your EWS certificate has been delayed and now what you should upload in the application form.
I would like to tell you that nta must have provided any kind of declaration form in which it would be mentioned to upload this declaration if you haven't got your EWS certificate but if it's not given,you have to contact the nta for any query and the email id would be given in the website.
