Hope you are doing well. As per your query your son have studied his 1st grade from telegana then again till 4th grade in AP then again he is currently studying 9th grade in telegana. So if he gives his class 10 from telegana only then he will be considered as a local other wise not. If he is currently living in telegana it is also a good thing as that also qualifies being a local. Hope this helps you. Thank you.
