Non Creamy layer obc certificate validity is One year from the issuing date from the respective competent authority, while normal OBC certificate is valid for lifetime.
Nowadays, most of the exams (JEE/NEET) counselling includes documents verification which demands for Non creamy layer obc certificate.
Please note that normal OBC certificate is different from the Non creamy layer obc certificate.
