The colleges that you have mentioned, do not have their own entrance examinations but they take admission to their engineering courses through JEE-Main score and UPCET counselling is also conducted on the basis of JEE-Main score.
Note that HBTI does not take admission through UPCET counselling but HBTI has it 's own counselling process, that you can check out from the link given below :-

And for IET Lucknow you will have to register for UPCET counselling after the counselling process gets started and you can check out the official website of UPCET for regular updates :-
https://upcet.admissions.nic.in/
Note that to appear in both aforesaid counselling you need to have valid JEE-Main score so for JEE-Main 2022 application process is expected to start by 2nd week of March 2022 so kindly wait for it and without JEE-Main score you cannot get admission in engineering courses offered by both the mentioned institutions.

You need to appear in JEE main entrance examination if you want to get admission in UP state colleges like HBTU etc.
This is because,
UP state engineering entrance examination i. e UPSEEE has been scrapped off and since then admission in engineering colleges of UP is on the basis of JEE main examination through UPCET counselling. Hbtu doesn't participate in UPCET counselling, it conducts its own counselling on the basis of jee main score. For details checkout:-

Jee main application form 2022 is expected to be released by March 2022. This is mere expectation.So, for updates please keep an eye on your official website i. e jeemain. nta . nic . in
Once the application form gets released, you can fill the jee mains application form in online mode following the given below steps -
----------) registration :- first of all visit the official website of jee mains i. e jeemain. nta . nic . in then you need to register using your name, mobile number and email id to generate your login credentials
----------) then fill your details in the application form :- you need to fill details like your personal details, parents details, your academic details .
