Of course you can apply for JoSAA counselling. JoSAA counselling involves registration for JoSAA. And there is no cut-off that was given and also you have 84.84 percentile so you can for sure apply for JoSAA and get admission somewhere in participating institutes. The admission occurs with respect to JoSAA rank list.

based on your percentile you were not eligible for jee advanced but you are definitely eligible for josaa counselling .

you can apply for nit,iiit and gfti but your chances for nit will be less but you can get new iiits and gfti.
