Actually, it is the rule of most of the private college that if you cancel your admission after confirming your seat then you will have to pay a penalty, which may go as high as up to 100%. This could be a trick to restrict students, from unnecessarily booking a seat because of which further candidates don't get admission call.
You may contact the admission office of the respective college.

Cancelling an allotted seat after final phase has serious repurcussions, but rather it totally depend on who controls the university
If it is a university governed by central or state government then look for its rules on their website
And if it a completely deemed or autonomous university then see their refund policy
One thing you can look for is to see whether it takes admissions through state or central body or privately conducts entrance tests and admits students. In the later case it is very difficult to say
