suppose a college placement is low. does it matter if you plan to do your masters for engineering in USA?

No it doesn't really matter if your placements in your college are low as you'll not be sitting for any placements and plan to study Masters in USA. However make sure that the college is well reputed and you gain a lot of knowledge in the place so you stand out!
