Sir I hadn't downloaded part A and part B hard copy and my counselling is near. How could I download link has already expire

No, you don't have to send your application form at BCECEB office.
You need to download the application form (both parts - Part A and B) and keep it safe for their reference and will be required to submit the same during counselling.
