What are my hopes for PHD at ivy Leagues with a 2.3 gpa and 3 years of significant experience in intel india and 2-3 first author publications

Well let me tell you, IVY league colleges are the top colleges in the world, and their selection process is quite different. More than your grades and internships, they test the candidates overall personality. The factors they consider include personality of the candidate, his extra-curricular achievement, participation in society, creativity, english proficiency, general knowledge, contribution to the society, logical ability, ambitions, and much more.
Sure, your achievements such as your PhD degree, internships, experience and publications count, but remember, people from all over the world apply and they are probably better. There are researchers from top universities of the world, you consider admitting to these universities as their goal in life. Even a person who has excelled in sports such as represented his country at inter-national level, or a chess grandmaster, does not have a surety of getting admitted to these universities.
Considering all these factors, judging you just on the basis of academic qualifications, would be unfair, but still I would say, academically you will have a good chance.
