Hello Mitali, I'm glad to hear you have completed your graduation at the age of 19. Talking about govt. exam, for exam in any banking sector/ SSC minimum age required is 20 years and for UPSC civil service exam (IAS/ IPS/ IFS/ IRS etc) for State or national minimum age required is 21 years.
But you can apply Postal department and railways, as minimum age demanded by them is 18 years...
So in my opinion, If you want you can give Postal department and railways exam, also start preparation for banking & UPSC so that by the time you reach 21... you will be more confident about exam & chance to clear will be more...

You haven't mentioned your degree in graduation Mitali, so a specific answer cannot be given here.
But in general, you can prepare and appear for most of the State and Central level exams conducted by the government for recruitment of personnel, like Banking, State services, exams conducted by the UPSC, SSC, Railways, Postal department .
You can also look at various PSUs and state boards like the Electricity board of your state, as they conduct their own seperate entrance exams.
All in all, try and keep your eye on an employement newspaper, and also a couple websites offering frequent and timely updates on any vacancies.
