What do you mean by the course fee? In the sense is it the total fees for four years including the hostel and other charges or not?

The fee that you to pay only for your course is the course fee, this may be of 6 months or annually which varies with different instutions.

Course fee maybe refered to tution fee or semester fee,it is not for total for four years it maybe per year or per semester it is based on college and the course/branch you select.
It does not include the hostel fee.Hostel fee is not calculated in course fee it is taken/considered as seperate and other charges like admission fee or other extra fee is calculated based on the college.Some colleges inlclude them in tution fee but few of them don't include in tution fee.

Course fees may be here refers to tution fees of four years of an engineering college.If other charges like hostel fees,mess fees,etc are to be included then there would be written 'Total fees' and there will be given details of what fees.To check the fees of your college you have to visit its website.
