Anything sure shot would be known later but seeing the trends of past years, it is safe to say that it might vary between 40-49. As, in 2017 it was 49 and in 2018 it was 45.

The final result to be announced by NTA is not yet out.The final result will be out after 30th April,2019.So the cutoff cannot be decided now. Still you can have an idea about it by going through previous years cut-offs in the article link given below:-

We can't say the actual qualifying percentile in JEE mains 2019 because as you know there are 2 attempts for JEE mains,1st held in January and the 2nd one would be in april so after april attempt only NTA will publish the rank list and Cutt off list .So please wait till april.
According to our team they have predicted that above 85 percentile will qualify for JEE advance,but it just a prediction so you have to wait till april end.
