Before the commencement of the second round of counselling for All India Quota seats in Government medical and dental colleges and in Deemed and Central Universities, a fresh set of seats is added to the system. These include seats which have been left vacant after the first round, along with seats which have been recently approved by the MCI or DCI (which may be through the establishment of new colleges or increase in intake of existing colleges). At the time the second counselling window opens online, candidates will be shown all the seats they are eligible to apply for, including the vacant seats, newly added seats and seats likely to be vacated when other candidates are upgraded. Also, a conversion of seats also takes place before the second round as per which candidates from reserved categories become eligible for the vacant seats in the categories just above them. Candidates thus stand a chance to be allotted seats as per the following seat conversion process:
1. ST (PH) candidates may be allotted ST seats
2. SC (PH) candidates may be allotted SC seats
3. UR (PH) candidates may be allotted UR seats
4. OBC (PH) candidates may be allotted OBC seats
5. ST candidates may be allotted SC seats
6. SC candidates may be allotted UR seats
Candidates who have opted to participate in the second round of counselling when reporting at the college they have been allotted after the first round will be able to submit their choices as soon as the second online counselling window begins. They should note that they will be required to freshly enter college choices in the second round as the pending choices from the first round will automatically get canceled. There will be no mock counselling or indicative seat allotment as in the first round. The submitted choices of candidates will be locked on the basis of which the results of the second round will be published. Candidates who fail to participate in Round 2 by not submitting fresh choices will not be considered for admissions and will retain the seat already allotted to them after Round 1.
