Validity of Caste certificate is for life time but the residence certificate will be valid for 1 year only. as you got your residence certificate in september 2021 then it is valid till september 2022.

As you know that the caste certificate is considered permanent and applicable in many fields like reservations and subsidies so, in Odisha, the validity of caste certificate is valid for lifetime.

If we talk about residence certificate then it has to be renewed every year. Thus, as you have said you got your residence certificate in SEPTEMBER 2021 so, it is applicable up to SEPTEMBER 2022. If you apply for NEET counselling in between these period then, the certificate is valid and you can go for it.
