If you opt for CSE in new IITs, the benefit is that you'll be studying CSE- the most sought after branch, because of higher job opportunities and packages. If you study sincerely for 4 years, you'll be placed in a good company. But that will be the case only if you are genuinely interested in CSE. Keep that in mind.
The infrastructure in new IITs(especially bhilai or goa, which don't have proper campus of its own), isn't remotely as par as the already well established IITs.
New IITs, also don't have placement data, so you don't even know how many companies are approaching the campus for placement.
New IITs don't have adequate no. of professors, as that in old IITs.
You won't be able to enjoy campus life as well as in the newly established IITs, as in the old IITs. Old IITs conduct huge fests, through out the year.
Also, there is a branch change rule which allows students to change their branch from one stream to other(like from Civil to CSE), based upon your performance in first year of college. This option isn't that reliable as you'll be competing against iitians, and cut-offs for branch change may go upto 9.8 in some cases. I'd suggest reading the branch change rules of the IITs, from their respective websites.
