when will the decision come of SC on new petition filed by 6 states?Can the student change the centre as it is far and due transport issues it is inconvienient for me?

I don't think anything will happen. This is India, every Politician is using this Opportunity to earn some brownie points from the youth and their Parents. There's Election coming in WB and Bihar.
If by any means Exams get Cancelled then i would be the first one to Congratulate everyone but i don't see it happening.
