Yes you can persue Ph.d without clearing net because its never the criteria. But you will have to clear an entrance examination which may be written after interview of the respective institution(s) or university you are targeting for. Some also depend on the merit list based on your previous qualification(s), marks in bachelor and masters level study. And other degrees that you have.
