which is best for computer engineering or BCS / MCs ?

As your query is not clear but if you are asking for comparison of BCS (Bachelor of Computer Science) and MCS (Master of Computer Science) then both are of different level as BCS is an UG program whereas MCS is a degree course of PG level. Therefore, comparison is not possible.
