Both HBTU and BIET are government institutes,

the course fee for IT in HBTU is 5.40 lakhs with 30 seats intake and for ECE in BIET is 1.99 lakhs with 60 seat intake.

The median placement package for BE/BTech in HBTU is 5.18 lpa which is relatively same for BIET too. However ECE as a degree has wider opportunities and industrial applications post Btech than IT which is often superseded by CSE. However you must choose whatever you feel like your interest is in since both are very different branches.
