Correct Answer: Both of the above


Solution : Higher education accounts for the least amount of the total budget and elementary education for the most. The government places more focus on elementary education because it is the foundational or first level of schooling.
The fact that educated people have higher unemployment rates is partly due to their unwillingness to work in low-wage informal jobs, but also because there aren't enough paying conventional positions available for them.
Hence option c is the correct answer.
