Both of these are very good government institutes for engineering courses. However, I would recommend you to give first preference to IIT among these two if you are eligible for both as IIT is little bit more popular than another one.
Admission process for IITs is conducted based on the score of JEE Advance. In order to appear for JEE Advance you have to first clear the JEE main examination.
Admission process of MIT is conducted based on TANCET.

Hey Pradeep, According to the various surveys and reviews of students it can be clearly observed that Indian Institute of technology is a lot better college than Madras Institute of Technology.
IIT is a lot better college both in terms of opportunities for students and placements and as well as good infrastructure.
If you failed to make it to any IIT then you may opt for MIT but there are still far better colleges than MIT.
