The lowest cutoff for MBBS in India is usually observed in the state of Goa . The intake capacity for MBBS is 180 and for BDS it's 50. For 2020 Goa- NEET MBBS cutoff for different categories were as follows:
- General (UR)- 720- 147
- OBC- 146- 113
- EWS- 146- 129
- SC- 146- 113
- ST- 146- 113
NOTE : These are marks and not ranks and as per this year's paper these may exceeds or may not.

With 400 marks there's a certain chance for you but since you're from other state, you can only opt for All India Quota (AIQ) seats which is only 15%.
For getting admission in Goa with AIQ you must have a NEET-UG score of 550 or more marks.

Some states with lowest cut off for govt medical College are northeast state like Assam, arunachal,sikkim, Manipur,Meghalaya, tripura other than this Karnataka, Gujarat, maharastra etc.
These are states where cut off goes either due to less number of candidates or High number of medical College.
You can only participate in the state counselling if you have domicile of that particular state. Otherwise you can only participate in counselling of private medical colleges.
