Well you do have the liberty of choosing the colleges where you would want to get admission in the choice filling round but it would completely depend on the counselling round, your rank, the number of seats available in the colleges, the number of students who have opted for the same college and their ranks, for you to get those colleges which you have choosed.
The MCC (Medical Counselling Committee) conducts the NEET counselling and its procedures.
It would be advisable if you would go through the cutoffs of colleges in the previous years and shortlist the ones where you have higher chances of getting admission with your rank. You can lock those colleges in the choice filling round which will yield higher chances for you to get a seat.
The last date for choice filling for the 2nd round of counselling is 12th July (10 am - 5 pm).
