Lord Cornwallis was the first to seek to separate the revenue administration from the judicial administration. In 1793, the judicial reforms of Lord Cornwallis were introduced in the famous Cornwallis code, which was based on the principle of separation of powers. According to this code, the district collectors were given the power of the revenue administration, and a new class of officers called district judges was created to preside over the district civil court.
