Will I be eligible to give NEET 2021 if I have done a commerce course (BMS) after 12th standard (with securing above 50% in Physics, Chemistry and Bio) in year 2015 and will be completing 1st year of BSc in 2019-20?

Every year nta releases the eligibility criteria for applying to NEET exam.
The eligibility to apply for NEET exam is -
Age - minimum age 17 years at the time of application can maximum age 25 years with relaxation of 5 years to SC/ST/OBC-NCL category and PwD Candidates.
Note : The final descision about the maximum age criteria is in supreme court. So till the decision arrive the candidate of above 25 years age can also apply to the NEET exam.
Educational qualification - Passed 10+2 with physics, chemistry and biology as main subjects.
So if you fulfill the eligibility criteria you can apply for NEET exam.

There is no upper age limit for NEET and to be eligible for NEET candidate must have scored a minimum required percentage of 50% marks in Physics, Chemistry and Biology/Biotechnology in their Class 12 or HSC examination. For SC/ST/OBC/Reserved-PH the minimum required percentage is 40% and for Unreserved- PH the minimum required percentage is 45%. As you have got 50% and there is no upper age limit until the Supreme court gives their decision you are eligible for NEET.

It doesn't matter even if you have done BMS and right now pursuing BSc.
What matters is only your 10+2 qualification which is considered for checking your Neet eligibility according to which
to be eligible one must have passed in English and in both the theory and practical of PCB i.e Physics, Chemistry and Biology with at least 50 % in aggregate of PCB ( in theory +practical) in 12th examination if belong to general category , or at least 40% in aggregate of PCB if belongs to Obc/ Sc /st.
And you fulfil this above mentioned criteria as you have 50% in your PCB and thus your definitely eligible for Neet 2021 examination.
also there's no upper age limit for Neet examination so you don't need to worry even about that
