Any degree or graduation/post-graduation in any subject is alright. For higher education, one should always pursue the subject which one finds interesting and is comfortable with. Academic career and interest should not be compromised for an uncertain and highly competitive career in civil service.

They just demand Graduation from any field with only 55%, from recognized university or college (AICTE or UGC approved)... person who is Graduate or pursuing final year candidate can also apply for UPSC...
Civil service offers positions such as IAS, IPS, IES, IFS, IRS, NDA and many more. And you are applicable for all these exams...

Yes, you can appear for civil services exam after completing your graduation in B.Tech. You must be between 21 and 32 years of age as on August 1 of year of recruitment
You need to appear for UPSC exam. UPSC CSE is conducted in three stages i.e. Preliminary examination, mains examination and Interview for final selection.
