With 4717 ( general ) rank in kiitee I can get computer science branch ?

According to previous year cutoffs, you can get Computer Science engineering at a rank of 4717 at KIIT. You have very high chances of getting Computer Science Engineering as the previous year cutoff was around 5000 and your current rank is way better than 5000. Cutoffs vary according to difficulty level of question paper, number of students appearing for the exam, number of seats available etc, but even if the cutoffs vary a bit, you have strong chances that you would get Computer Science Engineering.
