Yes you can definitely get into AIIMS if you fulfill all the criteria and get an appropriate score in NEET entrance exam. There no such rule that repeaters can not apply for AIIMS. Also there no such rule for negative marking for repeaters, its the same for all, if you have given a correct answer you get +4 and -1 for each wrong answer. If you have enough score and you fulfill the eligibility criteria you can definitely get admission there.

The applicants should have completed the Physics, Chemistry, Biology, and English sections of the Class 12 exam and must have scored a minimum of 60% total (or 50% for students who fall into the SC, ST, or OPH category or who are foreign nationals).
so you need minimum aggregate of 60% or more than that. There is no rounding off marks is done in this case.
If your aggregate marks doesn't meet the eligibility criteria you will not able to take admission in AIIMS medical College.

AIIMS has BSc Nursing (Post Basic) course. The admission process is given below-
The eligibility criteria is listed below-
Candidate must have completed 12th grade under the 10+2 scheme/Senior School Certificate Examination or Intermediate Science or an equivalent examination with English, Physics, Chemistry, and Biology from a recognized university/board of any Indian state. OR the candidate must have completed a Diploma in General Nursing and Midwifery from an Indian Nursing Council-approved institution. or be registered with a state nursing council as a nurse, RN, RM (registered nurse, registered midwife).
In the case of male nurses, in addition to being registered with the State Nursing Council, they must have obtained a certificate in General Nursing and, instead of training in midwifery, six months of training in any of the following subjects: I O.T. Techniques, ii) Ophthalmic Nursing, iii) Leprosy Nursing, iv) TB Nursing etc.

As you have 10months, by systematic studies you could score high mark in neet. As you know neet exam is comparatively easy, competition will be high. Begin with reading NCERT. Read and study b by each and every line of ncert biology. Do maximum MCQ questions. Learn new concepts related to ncert daily. Its very easy to score full mark in biology. Coming to chemistry, read ncert do all the ncert practise question then do mcq. Practice daily. Do mock test daily, analyze the result and improve. In physics learn the concepts. Then practise questions. Also keep a time for revising topics. It helps in improving Memory. By hardwork and systemic preparation you could easily crack neet.

It's very hard to predict one year's afterwards cut off marks when even this year counseling haven't happened completed yet.
If we see last year cut off marks for AIIMS medical College in SC category was AIR 55601 and 537 marks in second round counseling of AIQ counseling.
So if you want to be in safe zone you must think to get 550-560+ marks in neet 2023 to get AIIMS, deoghar in SC category.
So prepare well and try to score maximum marks as much you can get, the better you score, better college you will get.

Yes, ofcourse you have definite chances of getting AIIMS medical College at your expected marks.
Last year neet cut off marks for AIIMS medical College was AIR 7308 and 634 marks for open/gen category students allotted in AIIMS madurai in second round counseling of aiq counseling conducted by MCC.
So yes you have good chances of getting admission in AIIMS medical College but at this marks you will get only recently established AIIMS which started in 2019 & 2020.
You may have chances in following AIIMS college at your expected marks in Gen category

AIIMS guwahati
AIIMS, deoghar
AIIMS raebareli

There is no separate exam for AIIMS or JIPMER.
Neet is the only medical entrance exam which gives admission to medical College either it's govt or private or AIIMS, JIPMER, central university etc. Every medical College seats are filled on the basis neet medical entrance exam only.
Although for getting into AIIMS there are some changes in eligibility criteria here you need aggregate of 60% in PCB subject to be eligible while for JIPMER it's stay same as neet.
Both AIIMS and JIPMER counseling takes place through 15% all india quota counseling conducted by MCC.
AIIMS and JIPMER are topmost medical college of our country so if you are Gen category students and looking to get these colleges you must aim to score 670-680 marks in your neet exam.
