Following is the eligibility criteria for NEET UG-
Candidates must have passed 10+2 or equivalent with Physics, Chemistry, Biology/Biotechnology, and English as core subjects from a recognized board.
Class 12 or equivalent appearing aspirants are also eligible to apply for NEET.
The class 12 percentage required for NEET 2023 exam is separate for each category and can be listed as under. NEET eligibility marks in class 12 to be considered are aggregate marks only for PCB subjects
UR - 50%,
OBC/SC/ST - 40%,
PWD - 45%
The eligibility criteria for AFMC, Pune is given below-
The eligibility criteria for AIIMS are given below-
For General and OBC aspirants – 60% aggregate
For SC and ST candidates – 50% aggregate
For PwD candidates - 45% aggregate (Earlier it was 50%)

AIIMS, New Delhi is topmost medical college allotted through NEET entrance exam.
AIIMS New Delhi NEET 2021 cut off marks for different categories was
Gen - 706 marks
OBC-695 marks
EWS-695 marks
SC - 680 marks
ST - 645 marks
So if you want to get in any category your marks must be this or greater than cut off marks of last year to have your chances.

Now, According to last year data for NEET 2022, an aspirant scoring 650 Marks had AIR around 4,100.
------ Since you haven't mentioned your category, I would consider you as a General Category Candidate.
Also with marks you are expecting, your chances of getting MBBS seat in AIIMS Jammu is considerably high.

The only reservations available in neet ug counselling are on the basis of caste, nri, army quota, internal university quota of different colleges such as AMU, DU, BHU, IPU, etc. But NO sports quota.

Yes, you are eligible to to apply for AIIMS 2022 since you fulfill the academic eligibility requirements which are as follows -
To apply for the AIIMS Medical Entrance Exam, candidates must meet the academic requirements listed below:
- Candidates must have passed the class 12 test or an equivalent exam from a board that is recognised.
- For the class 12 examination, the required main courses are English, Biology, Chemistry, and Physics.
- For SC/ST and Other Backward Castes, a minimum score of 50% and 60%, respectively, is necessary.
- Students are permitted to apply for AIIMS even if they are taking a qualifying exam. However, they must next provide documentary proof that they passed the qualifying exam with the requisite grade and topics.

KGMU, Lucknow is far far better than AIIMS, kalyani in every aspect, if you are getting both of this college you must prefer for KGMU, Lucknow. It's ranked eleventh in among medical College all over India according to latest NIRF ranking.
AIIMS kalayani is latest established medical College which had its first batch in 2019 whereas if you see KGMU it's old and founded in 1906. It's one of the most prestigious medical College where candidates to aspire to get candidates. Whereas if we see AIIMS, kalayani then due to it's attached with AIIMS it's have a name.
If we compare most of candidates wants to get into KGMU rather than AIIMS kalyani.
Cut off marks for both of these colleges in Gen category in neet 2021 was
KGMU - 670 marks and Air 1623
AIIMS, kalyani - 649 marks and Air 4258
Both of these are all india quota counseling cut off marks and from cut off itself you can see which is most preferred medical College in both of these.

Here is the previous year's cut off for all categories for AIIMS Kalyani-
GENERAL- 649
OBC- 643
EWS- 642
SC- 570
ST- 533
Since you haven't mentioned your category, I'm assuming it to be general. So a safe score for you to get AIIMS Kalyani in 2023 would be 655+ as the cut-off varies every year depending on various factors such as the category of the student, number of students attempting the paper, number of newly opened colleges etc.

Since you have mentioned you belong to the OBC category, so according to the previous year NEET cutoff for OBC category, in order to get safe admission in AIIMS Rishikesh, you have to score at least 550-600+ marks in NEET exam for MBBS course admission. For general category the required marks is 690+ in NEET exam.

The infrastructure is good but old as AIIMS was established in 1956. However, there is a huge scope of improvement in infrastructure with respect to digitalization, modernized classrooms, and pedagogy mechanisms.
While the overall college structure is good but for optometry department is worst because there is no particular class room, no wet lab for practice , lack of communal area for student collaboration, differentiation in mess facility , no dedicated canteen area, no wifi facility
AIIMS is India most prestigious institute. Infrastructure is world class. Every facility is available like classrooms, library, separate hostel for boys and girls. 24*7 wifi facility is available. Latest technology in medical field will be available .
