First of all year to get the transfer certificate from your private University,

Confirm the college and availability of seats that you are going to enroll.

Have to get an approval from the authority of your new University.

Collect all the certificate from your private University,

You have  to get the migration certificate from your private University

After you follow the admission process of your new University to submit all the certificates and documents and collect an allotment letter for to continue your class in new University that is Bangalore University.

This is what you have to verify from the control centre which will conduct the document verification and if they have said that it is compulsory so for the alternative option the best you can do is to ask your previous college to write something about this problem with a stamp and the reason for the delay because this situation is not under control and the authorities will not faster the process only for you.
So first verify it from control centre and try to get the delay reason in written.
Certificate for verification : class 12th / 2nd PUC marksheet. Certificate of class 10 and 12. Qualifying exam marksheet and degree/ provisional certificate. Category certificate ( in case applicable).

ignou does not provide msc in this field but you can do MPA from ignou , that is M.A (masters of arts) in public administration.

the university has general policy of "openness" and "flexibility" , so the eligibilty criteria is flexible and open. all graduates are eligible, even if you did not have public administration background at undergraduate level. also, there is no admission test too.

so you can for sure study MA in public administration from ignou.

the course is available in both hindi and english medium.
