As you are asking ,I  tell you one thing government college is always better than private due to the money means fees and other charges. IET Lucknow,KNIT Sultanpur and BIET Jhansi are the best developed in all means .and other colleges as you mentioned is also good to talk admission.in my opinion your sequence is absolutely right.

As per your rank, I am sorry to tell you that its not possible to get admission with this rank in KNIT & BIET govt. colleges in CSE branch.

You have good chance of admission in other government colleges like,

If you are an OPEN Category student, then its not possible to get admission into KNIT or BIET for CSE, EE and ME. 

You have a good chances for admission in Bundelkhand University, Jhansi it is also a Government Engineering College.
