No, seeing your percentile, I don't think you will be able to get admission in a good college in Nashik. Unfortunately securing admission to a good college in Nashik with a 38 percentile in the MHT CET is quite challenging.
The competition for engineering seats is intense, and a higher percentile is generally required for admission to reputable institutes.
I would not suggest that you go for the third option because a diploma in Engineering is good for nothing.
You can also prepare and appear for the exam again in the next year
