There are several common entrance test conducted by different state as an Entrance exam into different courses, now since you have not mentioned the specific CET you are talking about feel free to mention it in the common. Although the general factors which determine the seat allotment are:

the difficulty level of the exam

Now since you are from St category you still have some chances to make it through but with some possibilities to stay in the waited list.

There is no information available regarding your issue. You should try contacting the college and ask them about your issue. According to the best of my knowledge, you cannot apply to the same college in two different ways, Suppose I take up a private college that conducts its own exam for admission and also it admits the students through JEE and Management Quota, then I cannot apply in the same college through Management quota as well as JEE. However, if you are applying to two different colleges, then you can do that. You can take admission through the management quota and also sit in the counselling. Once you get a seat in counselling you can back off from the management quota. However, you should ask the college if they will cancel your admission and refund your money in case you back off later.

Even though you have got 91 percentile in your CET 2021, you cannot utilise this percentile to get admission in B.Pharma in 2022 and that too through NEET 2022 counselling.
The percentile of CET 2021 was valid till the time period of Counselling of CET 2021 only. After that your CET 2021 percentile became invalid . If you have given NEET 2022 then result and percentile lf only NEET 2022 will be valid to take admission in B.Pharma Colleges.

Admissions to VJTI, Mumbai are strictly based on merit only through on-line centralised admission process as per the guidelines of Government of Maharashtra and are conducted by Directorate of Technical Education, Maharashtra. There is no Institute / Management quota in any of the program in VJTI Mumbai..
MHT-CET entrance is the primary requirement for which students need to apply online only..
The difficulty level of questions will be comparable to JEE . You should have strong hold on each of topics related to the subjects mentioned above.To get admission in VJTI you should score atleast 180+ marks out of 200 for general category.
