If you want to take a drop year and prepare for a better college or join any lower tier college this year is and should be entirely your decision and let no one else take this decision for you.
However, how others as well as me (here) can help you is provide you with the pros and cons of the dilemma you're undergoing.
Now, to begin with your JEE percentile might not allow you to take admission in any of the top-tier colleges.
TRUE , but unlike many other aspirants you are clear in your goals that you want to pursue a career in CSE.
Most of us prefer top tier colleges just to be around the best brains and majorly to develop a perspective in life which may not be the case with you. Also a good score in JEE will not get you anywhere in life other than a good college, wherein also, your efforts will build your future.
Also, I would like to add, in the software industry your skills are given more preference to the college you've done your graduation from and it often happens that students from a lower tier college ends up getting more paid.
This being said, it is also true, that a top tier college gives you peers being around whom helps you develop and hone your skills in a symbiotic manner and this makes you a better person in life. Not to forget the alumni network you become a part of, might also come in handy in several occasions.
Also resume shortlisting may have some effect over others (belonging from a lower tier college), but do remember its your skills that you develop in these 4 years or over time that will take you further in life.
Now, its entirely your decision what you want to do. You know yourself better than anyone else and therefore do retrospect and come out with the most logical decision you feel is correct.

BPIT have decent overall ratings. They have good placement records but are inconsistent, placement record is getting better every year. Highest package offered is 30Lakhs per annum, lowest package offered is 2Lakhs per annum and average placement record is around 5Lakhs per annum. top recruiting companies are amazon, Infosys, Accenture, etc. They have good infrastructure and teaching faculties are of average level.
BPIT have decent overall ratings better than BPIT. They have good and consistent placement record, average placement record is around 70%. Highest package offered is 30Lakhs per annum, lowest package offered is 2.8Lakhs per annum and average placement record is around 5-6Lakhs per annum. Top recruiting companies are HCL, IBM, Accenture, etc. They have good infrastructure and they provide us with good, helpful teaching faculties .
NIEC have decent overall ratings much similar to that of GTBIT. They have decent placement records but are inconsistent. Highest package offered is 21Lakhs per annum, lowest package offered is 2.5Lakhs per annum and average placement record is around 4Lakhs per annum. Top recruiting companies are Gemini solutions, Infosys, Byjus, etc. They have good infrastructure and provide us with good, supportive teaching faculty.
The best option among the three is GTBIT. GTBIT is the best option from many perspectives.

As per the sources and reviews by students studying there, ADGITM or formerly called NIEC is not good for civil engineering. Placements are very poor for civil engineering. College has a good infrastrucutre however, faculty for civil engineering is not more than just satisfactory. The cutoff is very low. In 2019, the closing rank for civil engineering for general category was around 4,88,000.
So I would rather suggest you to look for another college first which has good placements for civil engineering.

Now according to me, Dr Akhilesh Das Gupta Institute of Technology and Management is better compared to University Institute of Technology Rajib Gandhi Proudyogiki Vishwavidyalaya (formerly known as Northern India Engineering College). The fomer has better recognition and better placements. Since you currently live in Delhi, so it will be economical and also easy for you to go to college. But if you want to study outside delhi then you can go for UIT RGPV, Bhopal.

Of the colleges mentioned above for BBA, following provided is the preferential suggested order of these colleges affiliated with GGSIP University for the undergraduate course of BBA. The order has been decided on the basis of rank, academics, faculty, infrastructure,placements and opportunities.

The infrastructure is small and compact but it is really good. The infrastructure is pretty good as if the bigger the size of campus the more one has to travel to approach different buildings so it feels fine. It doesn't feel like it's not well maintained, it is . Mostly because it is a private college. Many fests are also organised competitions there are great number of societies as well. The college has everything though the classroom feels like school classroom only but it is fun.
Yes, the college has all the necessary infrastructure, facilities and equipment. The campus is sufficient in size but hostels are not there. The classrooms and libraries are well-maintained and they have a decent quality. The living spaces are clean and the food served at canteen is good in quality and hygienic.
Satisfied with the facilities of the college. There are many classrooms and labs have ac facilities. They are very well maintained. Playground for football and volleyball is there. Food is tasty and hygienic. But hostel is not there for students.
