If your domicile is of Maharashtra then you can apply and if  not  then as per eligibility criteria you cannot apply to any state funded institution in Maharashtra. What you have mentioned taking it to be your percentile then there are very thin chances o getting a seat as you have a not so good percentile an also through JEE mains the seats alloted are less.

As you have mentioned that your percentage in pcm was 92.07 and you come under obs category. Firstly look over the admission modes for PICT Pune.which is described below:

• One needs to take the MHT-CET exam (also called MH-CET exam) or JEE Main exam.
• Admissions are done on the basis of rank in MHT-CET through MHT CET Counselling.
• For All India seats, admissions are done on the basis of rank in JEE Main through MHT CET Counselling.

Now  if fall under these cutoff listed below, you will definitely get a seat.Sorry  your rank cannot be predicted through your percentage because it depends on many factors like citoff for the colleges, number of candidates appearing for the examination, difficulty level of the question paper and many more. Since most colleges in Maharashtra depend on the MHT-CET to give out their seats, you may find it tough to find a college that gives you a government college that gives you a seat based on your JEE merit. 

However, some colleges in Maharashtra do accept students based on their JEE Main score, such as the Government college of engineering, Aurangabad and Visvesvaraya National Institute of Technology, Nagpur. 

However most colleges that consider the JEE main score are private Universities, such as Symbiosis, MIT Pune, etc. 

With a private University you may have a better chance of getting a branch you desire, however you can apply to government Universities through your JEE Main rank as well.
