Although the cutoff varies from course to course, the cutoff decreases for SC/ST and OBC students. In doing B. Sc (hons) Mathematics,  best of four criteria is taken into account. Hindu college is one of the most popular college of the University of Delhi and Maths hons. is one of the best course in Hindu college. 

The cutoff depends on your category and best of four criteria. For general category,  the closing cutoff is usually 97%. For OBC category the closing cutoff is usually 95.5%. For SC and ST category the cutoff is lower than for the general and OBC students. No, there is not any entrance exams for graduation level .you can get admission in English honours if you clear the cut off decided by the University for each college which is based on your board's % . These colleges are in the top most of Delhi University ,so some times they arrange interview for the admission after you clear cut off and visit to the campus for admission.

On the other hand it totally depends upon you in which college you want to take admission and in which college your % suits the best.

Also is there any preferences for any other universities or you want to just apply to Delhi university as there are many good options for many private universities where you can go  infact you can also go for B.A. English (hons)  as well as for journalism too.
