There is no specific cut off for Indira Gandhi Institute of Technology, Sarang for Diploma program. Admission is based upon merit in 10th board exam. The more is the percentage in 10th, more is chance of admission.

As you have a rank of 148847, you'll be able to get any branch in  IGIT. And, are you talking about CET Bhubaneshwar? If so, you can get any banch except CSE. And, about the best branch, it's according to you. You have to choose the branch you want. It should be your decision and choice.
