The fee structure of MBBS 2020 for non domicile students differ from state to state and college to college. Different states have different policies regarding this.
For instance Karnataka have different fee structure for domicile and non domicile candidates in MBBs.
Karnataka: domicile 1.24 lakh(approx)
Non domicile 7.98 per annum(approx)
In Uttar Pradesh: there is no such division. The fee structure is same for both domicile and non domicile candidate.
But the fees differ from college to college .
For instance in UP fees of private colleges vary from 8,30000 to 16,60000 per annum.
Rajasthan : domicile. 13.2 lakh to 19.5 lakh
Non domicile. 18+ lakh
Maharashtra :. Domicile. 7 to 14 lakh
Tamil and:. Domicile. 3.9 lakh (govt. Quota)
Domicile +non domicile =. 10 lakh (general quota)
Kerala. 5 to 7 lakh
Telangana. Non domicile 11 lakh
Andhra Pradesh. Non domicile. 13 lakh
Madhya Pradesh. 8 to 11 lakh
Bihar. 8 to 10.5 lakh
Haryana. 11.3 lakh

KPC medical college and hospital is one of the finest private medical college in West Bengal. And this is the first private medical college.
You didn't recognise your category so i assume that you are a general category. In general category 519 marks is required for admission through counseling in this college. With your mark's you will get easily chances to admission this college.
Kpc college government fees 8.37 lakh and management quota fee's 34.10 lakh for mbbs but both fee's are approximate number. Because fee's differ basis of different kinds of seat.

In 2019, under State Quota, 519 marks secured a seat in KPMC, under General Category. You haven't mentioned your Category. If you belong to General Category, then with this score, you will get a Management Quota seat and if you belong to Reserved Categories, you do have decent chances for a seat in Government Quota. The fees and caution deposit is different for each type of seat. So please check their 2019 brochure: https://www.kpcmedicalcollege.org/userfiles/UG-admission19-20.pdf. They haven't uploaded their 2020-21 brochure yet.

Last year, the SC category cut off for the KPC Medical college, Jadavpur was 383, so if we go by the last year's cut off, you have less chance of getting admission there. however, cut offs change every year because of variety of factors, so nothing can be said with surety. If cut off decreases this year, then you may have chance.
For admission through management quota, you have to apply through the respective authority for the management quota seat. Counseling for management quota seats in Deemed MBBS universities will be conducted by Medical Counseling Committee (MCC).

The cut off marks varies from year to year and so only an approximate can be determined from the evaluation of previous years' cut off. To get KPC medical College, Jadavpur, you need to score at least 450+ marks in Neet. Fees will be comparatively less if admission is done through entrance exam. You can also go with management quota which costs highly expensive.

The fees for MBBS students differ from college to college or institute to institute. The fees in a private college will be comparatively high with respect to that of a government college.
Fees of Central Universities like Banaras Hindu University is 14,874, fees of Aligarh Muslim University is 39,990.
Fees of Maulana Azad Medical College, Delhi is 240 annually and Goa Medical college is 89,500. The fees of AIIMS is 5856 annualy. The fees of JIPMER is 11,620 annualy.
On the other hand private institute fees range from 4,00,000 to 18,00,000 annualy.
