so yes you can apply for 85% state quota through central quota for LHMC.

The state obc certificate of delhi is applicable in state universities and in central universities all over india. however it is not applicable to other states as they have their own obc Criteria.
You can apply in LHMC through 85 percent state quota with delhi(state obc certificate).

Your score is 465 in neet which is good but to get admission in government medical colleges you should have maximum score 520. As looking at previous year's cut off which was very high we can assume that this year's cut off will also be the same as previous years. With 450 marks you will get private medical colleges.

College of Nursing, LHMC & Associated Hospitals offers excellent infrastructure with smart classrooms, advanced labs, a well-stocked library, and sports facilities. The hostels are clean, with hygienic food. Facilities are well-maintained and used regularly.
It's one of the top 10 medical College in India. It's established since 1916. Highly qualified faculty and the hospital is also good. 24×7 library available inside the campus. Nice hostel facilities. Academy is quite hectic as it's a very professional field.
As per need college infrastructure and facilities are ok. Classrooms are fully air conditioned. Laboratories are good and equipments are also well available. Library, hostels,etc. are good but food facilities are little bit need to be improved.
