If you have completed your 11th and 12th class from Delhi then you hold the domicile of Delhi and you become eligible for admission in the colleges of Delhi through the 85% state quota.

so yes you can apply for 85% state quota through central quota for LHMC.

The state obc certificate of delhi is applicable in state universities and in central universities all over india. however it is not applicable to other states as they have their own obc Criteria.

You can apply in LHMC through 85 percent state quota with delhi(state obc certificate).

Your score is 465 in neet which is good but to get admission in government medical colleges you  should have maximum score 520. As looking at previous year's cut off which was very high we can assume that this year's cut off will also be the same as previous years. With 450 marks you will get private medical colleges.
