As you might have an idea that this year cut off gone rise 30-40 marks above then previous year as topper Mark is itself 19 marks above then previous year. As you have asked for kpc medical college then yeah you have pretty decent chance that you might get seat through State quota. Last year cutoff rank for your category in KPC MEDICAL COLLEGE AND HOSPITAL, JADAVPUR AIR 146966 (383MARKS). So as by comparing last year you have chances to get a seat in this college but there is nothing confirm. It's quite difficult to predict that whether you will get seat or not as cut off marks/rank for medical colleges keeps changing every year depending upon various factors like number of students that appeared in the exam, kind of marks obtained by them , toughness level of the examination etc.
But when we go through previous data then it suggests that with 606 marks you hold a good chance to get a seat in a Government Medical College in Kolkata
For example,
in neet 2019, 566 marks for general category got a seat in Calcutta National Medical College, Kolkata under West Bengal State quota
You also have chances in
*ESIC Medical College, Joka, Kolkata
You have chances in many other Government Medical College of West Bengal but I am not maintaining them as you have specifically asked for medical college in Kolkata

Hello, as you asked about the rural service bond I would like to tell you that in 2019 the decision was made that every students completing mbbs from a government medical college has to do 3 years of service in the rural area to provide good health facility. Also west bengal has also this rule and the rural serive bond for all the states is the same in government medical colleges. Soon this will be done for postgraduates also. I hope this helps you.

In 2019, under State Quota, the cut offs for the colleges that you mentioned under ST Category have been as follows:
Kolkata Medical College: 235
NRS: 280
RG KAR: 249
Now this is 2019 data and cut offs change every year. Cut offs change every year depending on various factors such as no.of Candidates appearing for the exam, no.of Candidates qualified, top NEET score and difficulty of the exam. So for a seat under ST Category, you will need to aim for atleast 325-350. With NEET being pushed by 5 months, preparation time has been longer and so the competition might be tougher.

So, according to NEET 2020 the cutoff for medical college in Kolkata is around 12-13k. Obviously it is different for different colleges but at an average this is mostly acceptable.
