Hope it helps you

. A candidate is eligible for taking the MCAT if he/she plans to attend a health professional school, which includes Allopathic, Osteopathic, Podiatric and Veterinary Medicine. If you've completed (or pursuing) an MBBS degree program, you don't need a special permission to sit for the exam.
Dear Lawrence,
Thanks for your query. Good to know that you wish to appear for MCAT exams. As per the MCAT eligibility criteria, the international students are required to fulfil the criteria similar to domestic candidates. One needs to hold an MBBS degree or currently pursuing an MBBS programme to be eligible to undergo the registration process of MCAT 2018 without seeking any special permission from the AAMC, the exam conducting body.
But in your case, you are in Canada with a PR status. I would suggest you write an email to the office mentioning the same.

Apart from the clause mentioned above, there is a special clause pertaining to MCAT eligibility; where candidates are allowed to appear against a 'special permission from AAMC. For that, you need to complete an undergraduate medical degree apart from MBBS programme. To know more about the MCAT eligibility criteria, click the link provided below-

See the basic eligibility mentions that if you have either studied or studying MBBS you are eligible to apply. But in your case, where you are enrolled in some other medical programme you need to apply under 'Special Permission' category. The officials will evaluate your profile and will revert with your application acceptance status.
The officials have mentioned this on their website under FAQ section
"Special PermissionIf you aren’t planning to apply to a health professions school or if you’re a currently enrolled medical student (other than a MBBS degree program), you must obtain "special permission" to register for the MCAT exam.
To request special permission, please send an email to mcat@aamc.org, stating the reason(s) you wish to take the exam. The MCAT exam office will attempt to review and respond to your request within five business days, although during certain times we may be delayed in our ability to reply within this time frame. We therefore ask that you be mindful of registration deadlines, because staff cannot extend closing dates for any reason."
