yes, you can take direct admission into 2nd year in electrical engineering. this is the lateral entry process and this depends on whether you clear the admission entrance exam or not. you can also get in through the management quota but clearing the entrance is better. the fees is about 1.6 lakh

I hope you are doing well. Last year the cut off (MHT CET percentile) for OBC category was as follows in round 2 of MHT CET counselling to get admission in the above mentioned colleges was above 95 percentile.
Considering the previous year cut off you do not have chances to get seat in CSE or IT in the preferred institutes. Cut off may increase or decrease depending on factors such as total number of candidates appeared, difficulty level of examination and total number of seats available etc.

You can go for spit it has more options.Sardar Patel College of Engineering was officially started in 1962 and this was the idea of the Bharatiya Vidya Bhavan. Self-financed engineering courses were added to the institute in 1995. Affiliated to the University of Mumbai, the institute is one of the best engineering colleges in the country and has been providing high-quality education over the years. Even, Placements are pretty good here. The average salary package offered here is 10 LPA, and the highest salary package offered currently is 30 LPA. More than 50 companies hired students from here, and many more companies visit. Infact you can easily get an internship here.

Three of your Options are very Comparable. If you have plans to go for a Masters or Postgraduation in future, COEP can be a very good option providing in depth Technical Education. As far as Placements are concerned, Civil Engineering at COEP has almost 70% placements.
However from Placement as well as Career aspect, I believe a degree in Mechanical Engineering will be more effective than Civil as far as career scope and prospects are concerned. SPCE Mumbai too is an excellent Technical Institutes in Maharashtra next to COEP and VJTI and has good infrastructure, faculty, research facilities and an excellent employer outlook. Being located near Industrial Hubs at Mumbai and Pune provide strong scope and impetus in training and placement prospects. Mechanical in general has more scope in both Private and Public Sector. Among PSUs, almost all Enterprises have vacancies under Mechanical Engineering annually through GATE.

Yes of course on the basis of your JEE-Main score you can get admission to Sardar Patel College of Engineering either you belongs to Maharashtra or from any other state.
On December 16th 2020 the application process for JEE-Main 2021 February attempt has been started by National Testing Agency (NTA) which is the conducting authority for JEE-Main 2021. You can apply for JEE-Main from the official portal of JEE-Main which is given below :-

Note that this application process will continues till January 16th 2021 and last date for payment of application fee is January 17th 2021 after which neither application nor application fee will be accepted and then after the correction window will be opened for the applicants from January 19th to January 21st 2021. Admit cards will be available for download from second week of February 2021 and the examination will be conducted from February 23rd to February 26th 2021 in two shifts per day, for February attempt.
