In my opinion, UPES, Dehradun is a good choice if you are not getting any NLUs
Please see that UPES offers a variety of undergraduate programs with multiple specializations and for PG it offers only one programme.
Regarding the placements, it gives a quite good exposure about the industry and the curriculum and faculty is quite well too.
However the things you should look for before taking admission anywhere are:
Industry Reputation
Reputation amongst Foreign Law Schools
Academic Standards / Quality of Faculty
Recruitment Statistics
Location
Student Community / Campus Life
Hostel Quality
IT Infrastructure / Library
Quality of Entrance Process
If you have the option to take a drop for one year, i would recommend you to go for it and prepare for NLUs with same enthusiasm and faith as this year.

If you want stability in life then go for mechanical engineering because there will be vast opportunities in corporate world as well as in government sector too.
But if you just wanted to earn and earn and don't want stability then you choose CS engineering. I am saying about this because after a time period of 10-15 years you will going to become useless for the corporate world because new technology will come and you can't cope up with new graduates and obviously your salary expectations will be higher than freshers.

Well, according to my opinion, there isn’t a fixed answer for your question. The branch-wise cutoff for any branch totally depends on the no. of applicants who got shortlisted for the counselling.
Among the top-notch branches of B.Tech remains the Applied Petroleum Engg. (with Upstream specialization), Computer Science Engg.(with Cloud Computing & Virtualization Tech specialization), Automotive Design Engg, Chemical Engg, etc. The list keeps varying depending on the market conditions.
And right now, there are (on average) approximately 60–70 seats per branch available in the university. And those get filled from UPESEAT results and from Board-merit criteria, both.
So, I think you can prepare yourself much better from the information and statistics I provided.

See COMEDK and UPES both are the different things because COMEDK is an entrance exam and UPES is an Institute. COMEDK stands for Consortium of Medical, Engineering and Dental Colleges of Karnataka, this test is taken to determine the eligibility of candidates for admission to around 190 engineering colleges of Karnataka for various Undergraduate and Postgraduate courses. On the other hand UPES stands for University of Petroleum and Energy Studies, it is an university located in Dehradun and it conduct it's own entrance exam for different scholarships and for admission to various undergraduate and postgraduate courses.

UPES Dehradun is mostly famous for chemical and Petroleum courses. For CSE you may select from Manipal jaipur or JECRC jaipur. Both of the college does not vary much but still Manipal has a higher priority due to better facilities , course curriculum and placements than JECRC.

World class facilities and best in class laboratories make this university a wonder of it's own and without a doubt it has best equipment for teaching as well as sports. Big classrooms and clean area with fresh air is the best part.
College infrastructure quite nice. College have all the necessary infrastructure facilities and equipments as well. We have all the necessary facilities in a classroom labs library sports centres and hostels like Wi-Fi and smart boards and yes they are well maintained as well.
Nice infra.. Great places to relax and hangout classrooms are nice... Many places to eat and drink. Many pretty cafes too. Events also take place. Nice place to take a walk in the morning or evening. Great college
