Whether you will qualify for second level will depend on the cutoff marks for your state which in turn will depend on how your fellow competitors performed in the exam. Meanwhile to get an idea , you can check the previous year cutoffs , they vary a lot each year but will still give you an idea.

As there is no fixed sectional distribution in SAT i can't say exact marks.
For reasoning test it is 400-1600 marks.
For subject test it is 200-800 marks.

600 is the lowest and 2400 is the highest. Most universities considers a score of 1800 has competitve. SATs don't have passing marks

SAT exam is conducted to evaluate candidates’ academic knowledge in Reading, Writing and Quantitative Aptitude and other prescribed specialized subjects.
You will have to pay a registration fee to apply for the exam.
And, for admission to Universities you will have to pay the University fee.
However, many Universities also provide scholarship to students.
You will have to check the criteria of the University where you wish to apply for admission.

Ofcourse you will qualify stage 1 whatever will be the cut ,you will qualify.Don't waste you time thinking .You must start preparing for stage 2.Every year the cut off lies in between 145-160.If you are in general category it might be you miss it but otherwise you will never.Let me tell you prepare for stage 2,and wait for official announcement.

Getting selected for the second stage of NTSE 2019 depends totally on the NTSE cut off 2019. This will be released along with the result by the SCERT of your state. To check the last year cut off of NTSE, you can visit the link below but do keep in mind that the NTSE cut off 2019 is expected to show much change due to the change in the exam pattern.

You will qualify for the second stage of NTSE if you achieve the NTSE cut off 2019. This is the minimum score a candidate needs to score in order to qualify for stage 2. The qualifying cut off of NTSE 2019 is 40% and 32% for general and SC/ST category students in each papers -MAT and SAT.
