No student will be exempted from the course of physical training except such students as may have been declared by the medical officer of the college to be unfit to undergo a course of physical training and approved by the university. However, students who are in N.C.C. and N.S.S. will be exempted

Infrastructure are nice as it fulfilled lot of our requirements and also it is neat and cleans and also this college have bus services , canteens , labs , libraries etc , so the infrastructure is really good in this college
The infrastructure has recently upgraded and they have all the necessary infrastructure in the college they well developed classroom, laboratories, and even hostels and they also offer wifi for the student.

In NEET 2020 AIQ counseling cut off marks for SC category in govt MBBS college was Air 81121 ( approx 507+ marks)
Uttar Pradesh state counseling cut off marks for sc category candidate was Air 128562 and 453.
So as if we compare you lag behind the previous year cut off and this year cut off marks will also go almost same or 3-5 marks up down compare to previous year. So you will have very tough chances.
New college addition will only clear once counseling get started.

Arrears means backlog. You had three backlog in your engineering course and you didn't clear it till now. So you are getting admission in 2015 because you mentioned passout year 2019. You give 12th in 2015. Which is too long for appearing JEE Mains examination for engineering entrance. You will give the examination for joining new college from 1st year. So you have to give entrance examination. JEE Mains examination is cancel out for you. But you can give state entrance examination, you didn't mention above which state you are belongs. So every state conduct entrance examination for engineering, pharmacy colleges. You can give this examination. Otherwise some private engineering college or Universities are offered their own entrance examination or direct examination from your 12th marks. You can check this college. So you can get admission from the beginning of engineering. But this time you have to study hard and do your best. And full covered and pass the 4 years BTech degree.

See as you have mentioned that you have been allotted a seat in Round 1 of state quota counselling of Assam then you have some options like either you go with it or you can also go for seat upgradation with this seat being reserved. So according to your question it seems that you want to upgrade the seat then what you have to do is just report to the allotted college and pay the required amount, then go for Round 2 and if you an upgraded seat would be allotted to you then earlier allotted seat will automatically be cancelled and the amount will be refunded to you within few working days. Also your documents will be returned back to you.
