The norma regarding tc and placement are different for each colleges and universities. It would be better if you agree to those instructions and act accordingly.
If you are leaving your college after you complete B.tech and want a certificate for the same , then you will surely get it as per college norms.
But you will not be getting placement opportunities as your's is dual course and you will get it only if you complete the M.tech also.
However you can request your department heads or any other college authorities to know more about the Placements criteria.

85 percent of the seats are reserved for delhi students
15 percent of the seats are reserved for non-delhi students
In above two categories ,further their are divided into general ,scheduled castes ,obc ,scheduled tribes and economically weaker section

Admission Cutoff for BTech in University School of Information and Communication Technology (USCIT) is done on the basis of rank and not by percentile.

For General candidate (Delhi) seeking admission in Computer Science the maximum AIR in JEE Mains was 30327.

Well the college is not that good and neither that bad. It is an average school with decent faculty and decent academic setting. If you have better options then I would suggest you to go for that option rather than this. But again it is an okay option to choose.

Rest it all depends on the branch you want to pursue. The above colleges are categorised on the basis of their course structure and placement records. Rest if you have any doubts you can ask. Hope this was helpful. Talking of Chandigarh University, the Highest package was of 31.7LPA and average package is of 14LPA. Total offers it bagged was 6314. Choose the branch and college accordingly.

As per ranking and reviews about both the institutes, USICT Delhi is better than BVP Delhi.
The college infrastructure is well maintained. The faculty here is highly experienced and is known for the cse branch. It is considered as one of the oldest college in Delhi. Placements are extremely good.

The fees at University School of Information Communication and Technology (USICT), Delhi for B.Tech+M.Tech integrated 5 year engineering course is approximately Rs 65,000-70,000 per annum. Dual degree courses are offered in Computer Science & Engineering, Information Technology, Electronics & Communication and Software engineering.
USICT has fantastic building, fully spacious campus and two large sports grounds. It has a nice and a huge library which is fully air-conditioned. Classrooms are big and well lit. Sports facilities are awesome. There is one basketball court, one volleyball court and one tennis court. The college also provides hostel facilities. There is a separate hostel for girls and boys.
Well maintained and good infrastructure. Classrooms are good and big. There are separate labs for separate departments but some equipment don't work properly. It is located in the main campus of IP university. It has a centralised library, a canteen, a large sports ground, amul shop, nescafe shop, bank, etc. Overall the infrastructure is very good.
Good infrastructure of university and single room hostels . Mess quality also nice. Various facilities available for sports like tennis , basketball,football hockey, swimming pool and badminton court .
