Hello,
IGNOU admission takes place twice a year in January and July Cycle.
I'm presuming you're asking about January Cycle of 2020, last year notification came out in the month of November, most probably for this year too it'll happen by Nov-Dec for January 2020 Cycle.
The detailed information regarding when the admission process will get started can be accessed from the admission portal of IGNOU mentioned below-
