But yes if you are eligible for the all india counselling you should be eligible for the state counselling but for taht you have to apply separately, the details of the state counselling committees is avilable at the neet brochure.
Once the state notification is out you can enroll tourself in order being eligible for the counselling.

Yes! As long as you have domicile of that state you are eligible for the counselling process. You can also apply for both 15%AIQ and 85% state quota. If you are unable to get a college from AIQ then you can shift to state. But you must remember that if you get a college from AIQ then you will mandatory have to take admission there. So please ensure that the colleges you opt via AIQ are better than the ones you can get via state.
