can i do twice B.sc degree ?one from regular B.sc and another from ignou by open mode

Yes you can but it makes no sense .
Rather go for Msc or Post Graduation degree which will add weightage to your resume and have better earnings potential
You can also go for Open Learning or Correspondence courses from top Universities like Stanford and Harvard University via education platform like Coursera and EDX.
